I am using a JAVA_OPTS variable ('env') to set the proper environment for loading things like jdbc connnections, etc. Is there a way to specify a default value in my xml config files in case the 'env' variable isn't set or specified at server startup?

The names of the lists are acl_check_rcpt and acl_check_data, and we will come to their definitions below, in the ACL section of the configuration. I'm not sure what you mean. How does this have anything to do with properties and configuration files?
